2026 Call for Proposals of the Local Development Initiative Incentive Program Announced
The 2026 call for proposals under the Local Development Initiative Incentive Program has been announced.
In line with its main objectives of ensuring local and regional development and reducing intra-regional and inter-regional development disparities, the Local Development Initiative Program has been announced with a view to making use of the potential of regions, utilising idle resources, mobilising competencies, meeting local needs, raising the level of technology production, and taking into account the sectoral priorities of regions.
The Program is carried out by the General Directorate of Development Agencies of the Ministry of Industry and Technology, based on the Communiqué on the Implementation Procedures and Principles of the Local Development Initiative Program and the Communiqué on the List of Local Investment Subjects.
Within the scope of the Program, investors will benefit from the support elements envisaged for the Local Development Initiative Program in Presidential Decision No. 9903 on State Aid for Investments, dated 29/05/2025, published in the Official Gazette No. 32915 dated 30/05/2025.
For Which Investments Can Applications Be Made?
Within the scope of the Programme, projects relating to the investment subjects specified in Annex-1 will be supported.
Who can apply?
- Natural or legal persons may apply.
- Within the scope of the Programme, applications cannot be made for investments that have previously been granted an incentive certificate or that are already being supported under another public support programme.
- An investor may submit a maximum of 5 different applications in total, either individually or jointly.
If an application has been submitted to the Ministry for the same investment subject planned to be carried out in the same province under the Decision on Providing Project-Based State Aid for Investments, put into effect by Council of Ministers Decision No. 2016/9495 dated 17/10/2016, or under other practices covered by that Decision, an application cannot be made to this Programme.

Natural persons who already hold a valid authorisation in the E-TUYS system on behalf of the relevant company are not required to undergo a separate authorisation process.
Following the application deadline, applications will be reviewed by the development agency (the Agency) in the region where the relevant investment subject will be implemented, with regard to their compliance with the call announcement and within the framework of the Communiqué on Local Investment Subjects and the Communiqué on Implementation Procedures and Principles of the Local Development Move Programme. As a result of this review;

Notifications regarding all procedures related to the application and evaluation will be made to applicants through the electronic portal.
If it deems necessary during the evaluation stage, the Ministry and the Agency may request additional information and may access all data relating to the investor or the investment from other public institutions.
If entitlement to support under the Programme is obtained, the investment must in principle be implemented as envisaged in its feasibility report.
An investor applying under this announcement is deemed to have accepted all relevant legislation and all provisions of this announcement, in particular Presidential Decision No. 9903 on State Aid for Investments dated 29/05/2025 (Decision No. 9903), the secondary legislation on the implementation of this Decision, and the Communiqué on Implementation Procedures and Principles of the Local Development Move Programme.
Investors receiving support under the Programme will take the necessary measures and comply with the visibility rules, as set out in Article 13 of the Communiqué on Implementation Procedures and Principles of the Local Development Move Programme, in order to make visible and publicise this financial support provided by the Ministry in their service, goods procurement and works activities.
Projects supported under the Local Development Move Programme may apply to the Investment Commitment Advance Loan (YTAK) Programme, provided that they have an investment size of at least TL 1 billion and meet the other relevant conditions. For investors using loans under the YTAK Programme, no interest/profit share or machinery support is provided under the relevant incentive certificate within the Local Development Move Programme for interest or profit share payments arising from such loan use. In applications made in this context, investors may benefit from the other support elements offered under the programme (Value Added Tax (VAT) exemption, Customs Duty Exemption, Social Security Premium Employer's Share Support, Social Security Premium Support and Investment Site Allocation).
