Announcement on Linking NCTS Declarations on the Same Vehicle

Subject: Linking NCTS Declarations on the Same Vehicle for the Closure of Export Declarations

In order to ensure that the closing of export declarations linked to transit declarations is carried out in line with the actual transport situation, a system development has been made in the NCTS application, and this development was put into live use on 14.09.2026.

Under the new application, where there is more than one NCTS declaration on the same vehicle, in addition to the declaration for which the departure/arrival transaction is made, the MRN numbers of the other NCTS declarations actually on the vehicle must also be recorded in the system during the transaction.

Accordingly, when NCTS transactions are carried out at the customs administration of departure/arrival;

• The other NCTS declarations actually on the same vehicle must be presented to the relevant customs administration,
• The MRN information of all NCTS declarations on the vehicle must be declared accurately and completely,
• The MRN information of an NCTS declaration that is not actually on the vehicle must not be declared to the system

is required.

The closing of export declarations linked to NCTS declarations correctly recorded in the system will be carried out automatically by the system.

Therefore, where transport is carried out with more than one NCTS declaration on the same vehicle, it is important that the documents of all NCTS declarations actually on the vehicle be submitted to the customs administration of departure/arrival and that the relevant MRN numbers be declared completely and accurately.
