Yes. However, the entrepreneur's share in the business for which the support program application is made must be at least 50%. During the support program, the entrepreneur's share cannot fall below 50%, and the entrepreneur must be authorized to represent the business individually.
No. Provided that you meet the application conditions, you can apply for the business start-up support within one year of the date of establishment, and for the business development support within three years of the date of establishment.
On the KOSGEB website, you can log in with your e-Devlet password by clicking on Entrepreneur Support Program in the e-services section at the top right corner, and create your Business Development Support project application in the system (by filling in the project application form and uploading the project information document and other attachments). Your application will be officially completed when you press the "Confirm application" button.
Applications are first checked in the system in accordance with the Business Development Support Application Check Form. At this stage, matters such as whether the application meets the application and eligibility conditions, conforms to the documentation format, and includes its attachments are checked. Applications found suitable proceed to the evaluation stage. If any deficiency and/or error is detected as a result of the check, the application cannot proceed to the evaluation stage and the business is informed.
Applications found suitable after the check are evaluated by the board and the jury. Applications taken into evaluation are assessed in the system and scored out of 100 (one hundred). The applications to be supported are determined according to the resulting ranking.
For applications that qualify for support, the subject, quantity, amount and minimum qualifications/technical specifications of the expenses requested by the business that will be covered by the support are decided and recorded in the Board Decision Form. The support process begins.
The checks and evaluations carried out under the Business Development Support are final and cannot be appealed. Businesses that do not qualify for support may apply again in subsequent application periods, provided that they meet the conditions for benefiting from the program.
An application created in the system can be updated and confirmed until the application deadline. Projects of entrepreneurs who do not confirm their applications in the system before the application deadline are not taken into evaluation.
The checks, evaluations and ranking carried out under the Business Development Support are final and cannot be appealed. Businesses that do not qualify for support may apply again in subsequent application periods, provided that they meet the conditions for benefiting from the program.
No. Items such as renovation, furnishing, decoration, vehicles, real estate, land and animals are not covered by the support.
No. Rent expenses are not supported under this Program.
No. There is no age limit among the application conditions.
Yes. New machinery, equipment and mold expenses purchased during the project period are supported, as well as expenses for machinery that is not new but whose electric motors are at least in the IE2 efficiency class.
No. No support payment is made if goods/services are purchased under this support from the business's owners and partners, their spouses, mothers, fathers, siblings and children, or from businesses owned by or partnered with them, and such a situation is detected.
No. Ownership of the machinery, equipment, molds and software for which support is provided belongs to the legal entity of the business, and during the 3-year support period they cannot in any way be sold, leased, transferred or pledged to any other person, institution or organization. If a precautionary injunction, precautionary attachment or injunctive attachment is imposed, the situation must be notified to KOSGEB in writing, together with all documents, within 7 days. Otherwise, the support amount is collected together with legal interest. The ownership status of movables subject to an injunction/attachment is evaluated by the Board. This provision does not apply to a business that has closed down.
Under the Business Development Support, after the Periodic Monitoring Form has been entered into the system by the staff member responsible for the enterprise, the enterprise completes the Payment Request Form through the system, uploads the supporting payment documents, approves the form and requests payment. No payments are made to enterprises whose support has been terminated or which have entered liquidation or closed down. For details on payments, please review the relevant Implementation Principles. https://www.kosgeb.gov.tr/site/tr/genel/destekdetay/1231/girisimci-destek-programi
No. If your enterprise has a tax and/or SGK debt exceeding the limits specified in the relevant legislation, the debt amount is first offset against the support amount and transferred to the bank account of the relevant institution/organization, and any remaining amount is transferred to your enterprise's bank account as support payment. In order for a payment to be made to the service provider (supplier), your enterprise must not have an SGK debt and/or tax debt exceeding the limits specified in the relevant legislation.
In the event of a transfer of the enterprise or its merger with another enterprise during the support period, the board evaluates the matter and decides whether the support will continue or be terminated. If the enterprise enters liquidation or closes down during the support period, the support is terminated.
If the Business Development Support is terminated, the status of the enterprise is evaluated by the board. If, as a result of the evaluation made on the basis of the information and documents submitted to the board, it is decided that the termination arose from death, serious accident, serious illness, detention, fire, earthquake, flooding, theft, financial insufficiency or similar grounds deemed appropriate by the board, which would prevent the enterprise's activities without intent or gross negligence on its part, the repayable supports are collected in accordance with the process. Otherwise, the repayable supports become due on the date of the board's decision on termination and are collected together with statutory interest accruing from the payment date.
From the tabs at the top right of the main page where you submitted your support application, you can update your information, view your application and related documents, and find out who your SME Specialist is.

If an enterprise whose Business Development Support application has been approved relocates to a province other than the one in which it applied, between the application date and the end of the Business Development Support period (excluding changes made by a public authority), the board evaluates the situation and decides whether the support will continue or be terminated.
