Official Letter to the Union of Chambers and Commodity Exchanges of Türkiye Containing Member Requests on the Nefes Loan Scheme
Member feedback on the Nefes Loan program has been submitted to TOBB.
Within the scope of the Professional Committee meetings held by the Bartın Chamber of Commerce and Industry on 19–20–21 November 2025 and the surveys conducted on the Nefes Loan program, the feedback received from our members was evaluated. The evaluations showed that the prevailing view was that the Nefes Loan program has not sufficiently reached its targeted business profile.
In the feedback submitted by our members, it was stated that businesses that have difficulty finding collateral and that experience payment difficulties struggle to access credit, that the program is directed by banks toward lower-risk firms, and that businesses in financial distress therefore cannot benefit sufficiently from the support.
During the same period, complaints have increased that the commission amounts collected by banks exceed the official rates set; reports have reached our Chamber that this situation deviates from the purpose of the program and may create a negative perception of the institutional reputation of both our Chamber and your Union.
In this context, in line with the requests received from our members regarding the Nefes Loan program, the following matters have been submitted to the Union of Chambers and Commodity Exchanges of Türkiye by official letter: a review of the collateral and risk criteria in the KGF support mechanism; regulations to prioritize businesses that continue their operations but are experiencing payment difficulties in credit assessment processes; an examination of whether the commission practices collected by banks comply with the official rates; and an evaluation of improvements that would help ensure the program is operated in line with its purpose.
The Bartın Chamber of Commerce and Industry continues to follow the process closely and to contribute to the work carried out under your Union, with a view to resolving the problems its members face in accessing credit.
