Application Submitted to the Union of Chambers and Commodity Exchanges of Türkiye on E-Seizure Practices
Member requests concerning e-seizure practices have been brought before TOBB and forwarded to the relevant institutions.
In line with the numerous complaints submitted by member businesses of the Bartın Chamber of Commerce and Industry, it has been determined that the application of electronic seizure (e-seizure / e-blocking) procedures by Tax Offices and the Social Security Institution, which cover the entire existing balance in bank accounts regardless of the amount of the debt, causes serious hardship for businesses.
The assessments have shown that, because accounts are blocked entirely even when the debt amount is limited, businesses are unable to make payments for checks, loan installments, salaries and the supply of goods and services, and that this leads to default, loss of reputation and financial damage in both banking and commercial relations. Furthermore, the fact that banks cannot offer partial solutions under current legislation, and that it is not possible to lift the block by making a payment on the same day when e-seizures are applied outside working hours, further aggravates the problems experienced.
In this framework, the Bartın Chamber of Commerce and Industry has requested the following:
-
That the e-seizure practice be regulated so as to be limited to the amount of the debt,
-
That banks be granted a mechanism for partial resolution or partial release in blocking procedures,
-
That e-seizures not be applied outside working hours, or that, for seizures applied outside working hours, the block be automatically lifted on the same day if the debt is paid,
-
That an exceptional solution mechanism be developed for businesses' mandatory commercial payments (checks, loan installments, assigned receivables, etc.)
These matters have been conveyed to the Union of Chambers and Commodity Exchanges of Türkiye by official letter.
In the reply letter dated December 4, 2025 sent to our Chamber by the Union of Chambers and Commodity Exchanges of Türkiye, it was stated that the demands submitted had been forwarded to the Presidency of the Social Security Institution and the Revenue Administration, and the matter has been submitted for the consideration of the relevant institutions.
The Bartın Chamber of Commerce and Industry continues to convey the problems encountered in practice to the relevant authorities and to follow up the process, in order to ensure that its members' commercial activities can continue uninterrupted and that financial operations are protected.
