About Invoice Certifications
For invoices issued for goods used in state construction works that are not included in the construction works prevailing price lists announced each year by the Ministry of Environment, Urbanization and Climate Change, certification of conformity with the prevailing price as of the invoice dates is carried out.
Invoice Certification Process
Invoices requested to be certified are accepted together with a petition, with the definitions and specifications of the materials fully entered on the invoice. It is checked whether the invoices submitted for certification have been issued by companies within our Chamber's area of responsibility in accordance with the provisions of the TOBB Transactions Regulation and the Public Procurement Law.
For invoices relating to official purchases that are not included in the Construction and Installation Unit Prices booklet of the Ministry of Environment, Urbanization and Climate Change or whose content falls within the scope of special manufacturing, a market survey is conducted. The average of at least three of the prices obtained that are close to one another is calculated. The amount found is accepted as the prevailing price of that material and is compared with the invoice prices.
Important:
- If the prevailing prices are higher than or the same as the invoice prices, the invoice is approved.
- If they are lower than the invoice prices, no action is taken on the invoice and it is returned.
- If there are not enough businesses for price determination, action is taken in line with the opinion of the relevant professional committee or, where necessary, the report of the expert(s) to be appointed by decision of the board of directors from among the expert lists.
For certified invoices, the company representative pays the invoice certification fee at the cashier's desk of the Accounting Directorate. The original of the invoice whose approval process has been completed is given to the requesting company, and photocopies are retained in our Chamber's archive.
Special Manufacturing Invoices
If an invoice for which conformity with the prevailing price is requested has been issued for work requiring special manufacturing, it is mandatory to attach a sample of the work carried out to the invoice or, where this is not possible, to attach a description, pictures and similar documents showing the technical specifications of the work carried out.
Invoices Not Approved
Proforma invoices and invoices issued to determine a unit price are not approved because no purchase and sale contract has legally taken place. However, invoices issued to determine a unit price may be approved if they state the entirety of the work.
In addition, invoices issued solely for assembly labor or transportation costs and invoices issued with the material price inclusive of labor, transportation and assembly costs are not approved, as they do not allow price determination procedures to be applied.
Invoice Certification Authority
Invoices are certified by the chamber or branch where the seller who made the sale and issued the invoice is located.
