How to apply
The A.TR is used for exports of industrial products to EU countries; the EUR.1 is used for exports to countries with which a free trade agreement exists.
What Is the A.TR Movement Certificate?
The A.TR Movement Certificate is a document issued by customs administrations or organizations authorized by them, at the request of the exporter or the legal representative authorized to sign the customs declaration, where the conditions necessary for applying the provisions on free circulation of industrial products, including processed agricultural products, under the Türkiye-European Community customs union have been fulfilled.
Goods obtained entirely in Türkiye or the EU, and goods originating in third countries for which import formalities have been completed in Türkiye or the EU, the required customs duties or charges having equivalent effect have been collected, and which have not benefited from a full or partial drawback of such duties or charges, are considered to be in free circulation in Türkiye or the EU.
For goods in free circulation within the customs territory of the Türkiye-European Union (EU) customs union, no separate certificate of origin is required for the goods covered by an A.TR movement certificate, issued by the competent authorities of the exporting country and endorsed by the customs administration, to benefit from the preferential regime under the Türkiye-EU customs union.
However, if for any reason the importer requests from the exporter a document proving the origin status of the goods, the issuance of a certificate of origin to prove the non-preferential origin status of goods in free circulation, and of a Supplier's Declaration to prove preferential origin status within the framework of the provisions of the current "Regulation on Proving the Preferential Origin Status of Goods in Free Circulation between Türkiye and the European Community", is considered appropriate.
