About Valuation/Rent Determination
Prior to tenders to be held by official institutions and organisations for leasing and sales, a market survey is conducted in order to determine the approximate cost provided for in Article 9 of the Public Procurement Law No. 4734. Within this framework, where necessary, the results obtained after consulting the relevant professional committees are forwarded to the requesting official institutions and organisations. For the determination of prevailing prices, only price enquiry letters received from official and public institutions are answered, and this service is free of charge. Our Chamber has a monthly real estate commission for the determination of rental values of movable and immovable property, and the amounts are determined through this commission.
1. Application
The requesting institution or person applies to our Chamber with a petition. The following points must be clearly stated in the petition:
For real estate
- Block and parcel numbers
- Location (locality information)
- Whether a valuation or a rental value determination is requested
The following documents must be attached to the petition:
- Photocopy of the title deed
- Zoning plan
- Sketch and plan sample, if available
For movable property
Accounting records, photocopies of invoices and/or insurance policies, if available, must be attached to the petition.
2. Appointment of Experts
Experts are selected, according to the nature of the matter, from the list of experts approved by our Chamber Assembly. The approval of the Secretariat General is obtained for the appointment of the selected experts.
3. On-site Inspection
An inspection is carried out at the location of the movable or immovable property together with the authorised representative of the requesting institution/organisation, the Chamber rapporteur and the relevant experts. Determinations are made as a result of the technical inspections carried out on site.
4. Reporting
In line with the data obtained, an Expert Report is prepared within the framework of the Transactions Regulation of the TOBB Law No. 5174 and the relevant provisions of the Public Procurement Law. After the prepared report is approved by the Chamber, it is delivered to the applicant by official letter.
